WITH reference to my despatches No. 414 of the 15th October and No. 37 of the

Peking, June 25, 1907. 22nd January, I have the honour to inform you that the Government of India desire that the notification with regard to the recruitment of natives of India should be extended to all British Concessions. I see no objection to this, but am advised that the consent of the Municipal Councils must first be obtained.

I should be glad to know if you approve.
